'We will play a key role in football's future' - newly appointed regulator the regulator's chair

The team's persistent issues represent a a "major concern" and the independent regulator is seeking powers to investigate clubs in comparable cases, the newly appointed chairman the official has stated.

In a wide-ranging interview, the chairman, who was recently selected, voiced concern towards Wednesday's fanbase.

The regulator engaged with four supporters' associations representing the football team recently.

The team have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on five separate occasions, including in the autumn.

"Obviously the club has become a serious issue for football authorities and a significant problem for football," the chairman stated.

"Sheffield Wednesday is one of the iconic names for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring Wednesday and comparable cases submitted for our review if they need to be investigated and addressed."

Economic Challenges and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be willing to sell up at the stadium, but he has failed to complete a sale with potential new owners.

Failure to pay player wages on time in earlier this year caused limitations by the football authorities in mid-year, blocking the team from conducting any transfers or loans for the following recruitment periods, although those limitations were removed in late summer.

Official's Viewpoint

Kogan said: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where supporters are loyal to a community organization that has been part of their lives in multiple situations.

"I completely understand the club's situation, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the supporters."

When asked if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we assemble the facts and know what's going on, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to work with them.

"The last thing what we want to do is commence engagement with an particular organization, an specific proprietor, without being able to work with that proprietor to address the problems affecting the organization and the proprietor's dealing with," Kogan said.

"In actuality, when you review the record of the game, over the last 20 or 30 years there have been some owners, a small minority, but certain individuals who have acted carelessly in the manner they have operated their clubs and ultimately refuse to accept accountability for the long-term prospects."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to explain the responsibilities of the oversight body this week and maintained it represented a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.

"This position carries substantial significance, because should mistakes occur, if the sport makes errors, the remarkable development accomplished might evaporate swiftly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a substantial accomplishment - we've got to keep it going.

"Considerable investment coming into football and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to take a really clear view on challenges and obviously, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the creation of a regulator because of concerns about detrimental effects on the elite division's competitive balance, but the regulator stated: "I completely endorse the success and growth as an financial organization of the elite league.

"Being fully aware of the concern of undermining the top flight as an elite competition of England. But simultaneously, if you engage with division representatives after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a considerable comfort."

Ideological Links

The chairman continues to confront a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in recent years.

The chairman provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I am presently disconnected from any type of partisan engagement."
