The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of contrasting events captured the harsh reality of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are released from various governments. Immense energy is expended on managing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capability afforded by current data. From observation points, defense planes that had been dispatched to counter approaching guided weapons streaked across the sky – modern combat jets provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely provided by Western nations. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into grim resignation: perhaps the hostile projectile won't strike its target this time, sparing the city from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a rapid response unit – probably imported technology. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.

Periodically, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's essential dependence on international aid – a reliance that regional partners are clearly incapable to substitute in the near term.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This pattern will, no doubt, endure.

Tactical Assessments

It is tempting to accuse specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's south or east.

The challenge is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through words or deeds, from believing that the status quo will not change more in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but averting a complete military breakdown until conditions improve in its favour.

Present Conditions

Realistically, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new plans based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
